As far as actual feats go I'd say that puts him above Panther. While they're both enhanced, Cap has had his speed confirmed whilst T'Challa's is still unknown. T'Challa has been mentioned to move as fast as a blur as well. However pretty much any speed feat I can think of for Black Panther is related to "Combat Speed" and not just flat out running.

The problem is that I can't provide any evidence to support T'Challa's "running speed" because I don't think he has ever been clocked on-panel with a number.
